Two quick things to check:
a) the ground wire from the phono is hooked to the ground lug
on the receiver. A receiver with a dedicated phono input
will have such a screw terminal.
b) try ensuring both receiver and turntable are plugged into
the same electrical outlet/circuit.

If those fail, go looking for a bad phono signal ground cable on the
turntable. Failing that, my attention would turn to the receiver.
