Is there any software Player that can play back 16 sound tracks, in 16
broadcast wave format, in syhc at the same time ?

It appears that Audition/CE can do so, at least to some degree.

BWF is just .wav file format with a specially-formatted chunk that has text
data about the content.

I downloaded one of the BWF sample wav files from
http://www.sr.se/utveckling/tu/bwf/ and Audition seemed to do the right
thing with it. No multichannel BWF files are available there to test with.

Audition's multitrack view can record and play multitrack .wav files.

ProTools can handle this.
