Actually Bush changes his stated reasons while keeping the same
policy. So for instance the justification for tax cuts changed from
surplus, to recession, to long-term economic health. The
justification for the invasion changed from self-defense to human
rights to fighting the terrorists. Kerry doesn't really change
positions much (the big change was from Vietnam soldier to war
protester, which I think is what's really behind this. This was a
principled change, but the Bush people want it to appear
fainthearted), although his positions are more complex and he is
willing to adapt policy to changing circumstances.

Then why haven't Ted Kennedy, Tom Daschle, or John Kerry been flushed?

There's a lot of truth to that. It seems that all administrations
become more corrupt the longer they stay in office. After a while,
politicians figure they have a God-given right to use their office as
they please.
