Is there a device on a PC that I can use like MBox but which work with
USB 2.0 so I can record at 24 bit/96khz? From what I understand, MBox
limits you to 24bit/48Khz because of USB 1.0. Will this work

It says it works with USB 2.0 for recording but doesn't mention
ProTools. I am confused as to whether I need to buy a DigiDesign
product for input into ProTools or are there other products that will
work?

All Pro-tools Software (barring PT Free which will only record @ 44.1K
anyway) needs Digidesign hardware to run. The nearest thing would be the
Digi002 Rack which is firewire.

When it comes to ProTools, you need to use Digidesign I/O hardware
with it. It's sort of like a copy protection key.

Yes, you do. In fact, you can't buy ProTools without some hardware.

Think of Protools and Digidesign like this. They sell Hi end digital
recording gear. You just get the software for free. Which seems be
their direction still. Protools only costs, what 80 bucks to update?
Thats the cheapest software update I've ever seen. I'd say their bread
and butter is the hardware line. I'm sold. I love their hardware. I
don't think I'd use anything else for digital recording.
