synching 2 computers: 1 for video, 1 for audio

I'm interested in playing back video on one computer while scoring with the
other. I'll be using PCs and a very very small budget. Okay, no budget to
speak of. I need the video computer to output to a television. Did I mention
its a small budget?

Why do you need two computers? You can do it on one. If you want you can
make a low resolution copy of the video so that it eats up less power.
