Would these caps be used in tube amp powers supplies?

If the PS is meant to supply ECC86/6GM8 the caps might be useable.
In PS's for most other tubes they might show popcorn behaviour.

No way !!! A typical tube amp plate voltage is 150VDC and higher . A
lot higher - many filter capacitors are rated at 450V .

The caps at mouser appear to be 47uF x MKP polypropylene rated for
1,000Vdc which will work fine for tube supply rails up to 700Vdc .
Probably they have a large footprint area, short and fat to go into
modern gear cases which tend to be not very high for SS PCB boards.
But they don't work very well with your wallet.
A cheaper alternative is to use say 470uF rated elecrolytic caps rated
for 450Vdc working in series forup to +430Vdc,
and for higher rails, say up to 700Vdc, 400vdc rated elcaps are OK
with 150k across each cap.
To ensure C remains effective at HF, use 0.47uF x 630Vdc rated
polyprop caps across each 470uF cap.
But if you wish to use a tube rectifier to work with such el-caps then
the C value cannot and must not be above the C value max stated by
rectifier data ratings lest the excessive peak charge currents wreck
the tube rectifier. But this may be overcome by use of series R
between each tube anode and HT winding, say 100 ohms, 10W.
You need to know a whole lot more than what we think you know because
what little you know is indicated by your question, and that you have
not described any other relevant details.

Well, ebay has similar for $12.50 USD, ($11.69 australian dollars) They are
used, but if this type is 'self-repairing' and have
60,000 hours life span, used may be ok.
( ebay item 350452382556 )
I ask because I don't know if they are appropiate for PS use. Sorta like motor
START caps are no good, even though
they are caps with the right voltage, etc.

The caps on eBay would make an excellent tube amp power supply. Still expensive
compared to electros, but better in just about every way.

They're fine for PSUs, and should outlast and outrely lytics - but at
a rather steep price. As mentioned they'll also be rather large.
