Is there such a thing as a plugin that allows you to raise or lower
pitch by as much as say a 5th (or more?) without dramatically changing
the character of the voice?

By definition, a change to the human voice on that scale changes its
character.

I think you may be looking for the holy grail.

What does exist is software that changes pitch without changing tempo, or
vice-versa.

There are pitch shifters that preserve the formants, or let you pitch
the formants without changing the actual pitch. I think that's what
you're looking for. There's a pretty good one by Waves, but there might
be cheaper or even free options as well. Just google using the keywords
formant shifter.

Melodyne is designed to do that, and I think it does it rather well.

Audacity has a plugin that does this.

If you raise or lower the pitch that much, it's _not_ changing the
formants of the voice that makes it sound unnatural. Most voice
correction software has such options now ( or does it automatically
according to the voice type you select.) Cubase has a fairly
transparent plugin with those options that comes with the V5 upgrade.
