Is there a standard protocol when tuning the drums for a particular
song, depending on the root note (particularly the kick and snare)? If
so, what should they be tuned to for a song in Db? Is there any
literature on this topic?

I forgot to mention that I'm talking more about electronic drums (you
can set the tuning for each trigger).

Given that electronic instruments come with standard tuning and are
generally highly stable, wouldn't these proposed adjustments amount to
detuning it?

Or selecting from the available notes.......
The defaults may not be harmonically related to the chords of the key in
use.
For Db major, you could start with Db, F, Ab and combinations of those
and see what works best. For the minor, It'd be Db, Fb, Ab

Speaking as a drummer, no. It's generally better to have a nuetral tuning,
i.e. equally out of key/pitch with all the notes instead of fitting with
some chords and clashing on others.
Since you're playing an electronic kit, it's easy enough to just tune the
kick and snare by ear to where they seem to fit best with that song. You may
find that you choose notes that relate to the key, or maybe not.

Get Larry Nolly's book on drum tuning. Best introduction to setting up
a drum kit that I know of, with tips and hints on how to get different
sounds out of the same kit and what to do when things go wrong.
There are a bunch of different philosophies about tuning drums to one another,
and he explains why.

Only if you feel a drum has only one permissible tuning.
