Yes, it's OK, I've never heard of a law against it. That circuit
looks crude, but it ought to work (positioning the mics to point away
from each other, or point directly at each other).

The signal will be split between the 47K load and the
phantom resistors so will be reduced signifigantly by this
circuit.
