In one school district hte average IQ of the students is 84.
In another thirty miles away, the average is 105.
One of them gets fifteen thousand dollars per student per year. The
other operates on roughly a third that.
My questions:
1) Which should get which?
2) If we get it wrong, what will be the consequences to each group?
