Steve Sailer, an unusually astute observer, points out in a recent
article that:

Now I would assert that although Hussein would never in his lifetime
see Iraq rule the world, he WAS on target for making Iraq a more
competitive nation. In fact, he was making a nation out of Iraq, which
is now a nation only in geography books. He was breaking down
tribalism and he probably killed more stupid than smart people. Had he
implemented some really good eugenic concepts, like sterilizing the
bottom quartile or quintile of Iraqii males and having the smartest,
most socially productive men **** the female surplus-or better,
importing high quality semen from Europe in a covert program-in a
generation he could have achieved real gains. Indeed, if he lived as
long as Castro, he could have seen a drastic improvement in his own
lifetime, if he'd started early enough.
Cousin marriage makes for stupid people, and cousin marriage is
predominant there.
