Greetings All
Can someone recommend a good vst to change the phase of a signal?
Example if the channel 1 sin wave starts in phase
I would like to change the phase of channel 2 sine wave to start a 30 degrees out of phase

Sounds like what you want is delay. No VST should be required. You should
have a delay or time alignment function already in the DAW.

I am not 100% sure what this does. But here it is:

SFAIK, it only works on the left/right halves of a stereo track.
