Which is the best , price not included ? The TC electronic : M3000 ore the
Reverb 4000 , also a TC electronic (it is the stereo version of the reverb
6000) ?

The many comments I have read would suggest that in each case the
performance is commensurrate with the price. However the price differential
is so large that comparison is hardly worthwhile.

Again, for what application? For a lot of things, you won't notice a
bit of difference, especially through typical PA speakers if you're only
using a little touch-up reverb. If you're trying to match room sounds to
dub a soloist into an existing live recording, oh, man, you will notice
the difference. Fixing reverb tails on chopped-off classical recordings?
It'll be very obvious there too. Depends on the job.
