It will do nothing at low frequencies. It will be very effective at
absorbing high frequencies.
If all you do is to use pleated curtains, you will have a very unbalanced
room. But it can be an effective technique when combined with bass trapping
and some diffusive surfaces. It's very easy to overdo, though.
