Default wav editor - precision cuts?

Is there a wav editor for making prescision cuts from existing wav
files?
Something that works like Videoredo - it lets you hear the trask WHILE
you navigate the track with the slider bar (no having to click stop,
then start, in order to hear if you are where you want to be). It
also has stepped retreat/advance buttons so you can go back a second
or two (or go forward) WHILE you are hearing it by clicking on the
control buttons (settable by the user). It also allows you to
indicate the starting point with a click WHILE you are hearing the
track (likewise with indicating ths stopping point).
The problem with VideoRedo is that is requires a movie clip and won't
work with just a wav file. So, is there such a wav editor designed
specifically to quickly find a section within a long wav file (lets
you hear while you navigate), and makes it eary for you to precisely
set the stop and start points WHILE you are hearing it by allowing
short, stepped, retreats/advances during playback? Thanks,
