Richard, thanks for the good vibes. But you have no idea how
complex this case is. It's been going on for seven years. I
believe the man is now confined to his apartment under house arrest,
with an ankle bracelet. I think I know why they haven't pulled his
internet connection, but it would be best not to discuss it here.
I've watched this in this newsgroup for most of that time
period, if not all of it. I've been participating in this
group for over a decade at least, and can recall it going on
for at least the last five.

I would think you've ample evidence to get him shut down,
should you choose to use it. I've operated a publicly
accessible dial-up bbs off and on since the mid-nineties,
and somebody having in this manner utilizing the services of
my bbs wouldn't have access very long.
