I must implement a first-order allpass filter whose group delay in
seconds is the following function of the azimuth angle:

How can I implement this filter? What way I must fallow?
Is a simple filter controlled by one parameters.

There are many ways to skin a cat. You can use a truncated
sinc() to generate a fractional-delay filter on-the-fly that
is the given function of theta, e.g.
