Basically, you set a few threshold parameters, and Sonar generates a midi note for every peak in an audio track. If the audio is an audio tick only, this should be a very simple operation. You can then export the resulting midi track as a standard midi file. If the ticks vary in velocity, you can choose whether you want the midi velocities to match the ticks, or set them to an abitory value. If you don't have access to Sonar, maybe you can send the file to someone who does, and they can produce the midi track for you.
