Default Short range fm frequencies Overriding

Is it possiable to create a short range an fm broadcasting device,
which can cover/override all fm frequencies within that area?

Not without violating FCC (or equivalent) laws.
I suppose its possible to
create a powerful enough signal to override FM transmissions
but outside of your override area you will be causing significant
interference.

So you have a conflict. To be powerful enough to be effective,
its interference effects won't be limited to short range.
Your neighbors will
eventually hunt you down and castrate you.

Too many variables to compute.

That all depends on the strength of the signal you're attempting
to override and the necessary strength of the signal to suppress
it which really depends on the quality of the limiters in the
receivers. A high quality receiver with a good limiter
will be easier to jam with a low power signal when
its tuned to a low power signal.

uses, for example:
