resume to have participated in ROTC at college. Only his college didn't
offer ROTC.


For all we know, Carroll, like many other colleges in the 1960s, abandoned
ROTC and then re-instated the program at a later date. Even Harvard did
this.

Actually, I have a feeling that the "author " of the piece you quoted made

a
simple mistake, as Racicot's State of Montana Governors' biography makes

NO
claims that he attended ROTC at Carroll College, but did so as a post grad
at U Montana, which DID have an ROTC program.
