That is exactly what Woodward claimed on 60 Minutes yesterday. None of the
military leaders were in favor of the surge, so Bush replaced them all,
including Rumsfeld. Petraeus had been advocating sending more troops for a
while, so Bush put him in charge.

Woodward went on to say that in his view, Bush's objective was to create a
situation in Iraq that the next President would almost have to maintain
until "victory" is accomplished.
