We want to put together an internet radio talk show. Was wondering if
anyone could recommend a good mixer that would allow for three
low-impedence dynamic mics to be connected. Would also like to have a
line-in or mic port for a phone call to be mixed in as well. How is
the phone part typically done?

Mackie 1202 should be plenty clean for that use.
