Yes. All localization that can be done with your head steady, can be
reproduced by two channels using binaural recording played back in
headphones. Think about it; you only have two ear canals, and if your
head is not moved, the information in these two "channels" is enough
to get a lot a localization cues. If we grab this information in the
ear canals and time shift it, using a two channel recording, we
haven't changed anything.

Loudspeaker reproduction is another story, of course, but given enough
channels should make it poosible to reproduce any imaging you want.
Put perhaps you were thinking of stereo, only?
