What does this mean?

Means he wasn't using the passive xover that came with the speakers but
rather an external (or am onboard) active xover. It doesn't really change
the sound, just gives you more flexibility. It also makes it very easy to
fry your tweeters if using a knob type xover and accidentally it gets moved
the wrong way too much...
