Yes, you can power those subs with that amplifier. The subs each have
two 1-ohm voice coils, so you can configure each sub as a 1/2-ohm load
by connecting the voice coils in parallel with each other. Then, take
the two subs and wire them in series with one another for an overall
load of 1 ohm. Your amp will provide 2300W into this 1-ohm load.

No no, he should wire each sub's two VCs in series for a two ohm load and
the run the two subs in parallel for a 1 ohm final load. Its more efficient
that way.
