There are lots of them that you can get for that or less. I've
installed a couple of Behringer headphone amplifiers that cost about
$100, drive four sets of headphones, and have some nice switching so
that you can listen to one channel through both phones, listen to both
channels in mono, and even twiddle some EQ. It's not a Manley, but it
doesn't cost $1,000 either. Furman is another reasonable source.

While it's the cheapst and crummiest of this class of device, you
might want to take a look at the Samson C-Console. It has a headphone
amplifier, outputs for a couple of powered speakers, and switches to
select from a few different input sources as well as your sound card.
