No, in the context of the stats you asked about it is only possible to
read the "96 dB" quoted above as a sensitivity spec incorrectly written.
Sensitivity doesn't change with available power.

For something that does exist, and comes up once every 12 years and then
fails, you could try to search on the web for info on the ionophone
design. It is woefully inefficient, it fills the room with ozone, but
its upwards frequency response is very extended. You will also have the
great feeling afterwards of having found information by yourself instead
of just asking any stray question you can come up with.
