No. It will be a 'victory' for state's rights and they have no claim
to federal help.

Exactly. A state that goes against the federal government usually sees
a reduction in federal funding. It happened a decade ago when Kentucky
refused to enforce its marijuana laws since it improved the local
economies in the Eastern counties. The feds swooped down and said,
"Start busting thse pot farmers or we'll withhold all federal
funding."
The real question is whether or not Arizona can withstand such
penalties. Kentucky couldn't.
