What is the frequency response

Unlinear.

What is the the highest frequency it can play?

At what conversion efficiency? - loudspeaker units generally have their
usable frequency response within a 10 dB "frame", but they don't just
stop doing sound as they "leave their specs". Consequently when asked in
an undefined kind of way the question gets meaningless. We are however
talking about a horn driver, and it is unlikely to have usable response
for more than 4 octaves, and to get maximum efficiency in the audible
treble some of that response could be "sold off" by moving the resonance
of the front chamber into the audible range. If so - and please
understand that no claim of technical accuracy is made, this is
explained in an illustrative way - then it is likely that its _useful
response_ would end no higher than 24 kHz.

No absolute statement of any kind is made in this post, the actual specs
of whatever treble driver this was about are unknown to me.
